Dienst Noodplanning Gouverneur organiseert grootschalige rampoefening bij Katoen Natie Liquid Services in Zwijndrecht

Bij Katoen Natie Liquid Services in Zwijndrecht vond een grote rampoefening plaats. Ruim 40 figuranten en medewerkers namen deel. Het scenario: Een tank die plots leegstroomt en zo een product lekt. De plas vat vuur met een grote brand tot gevolg. Met deze oefening willen de Dienst Noodplanning van de gouverneur van Antwerpen, de verschillende hulpdiensten, de gemeente Zwijndrecht en andere partners het noodplan van Katoen Natie Liquid Services testen, alsook de onderlinge samenwerking in geval van een crisissituatie evalueren en bijsturen.

Scenario
Het scenario van de rampoefening gaat als volgt: een koppeling van een tank met een vloeibaar product schiet plots los waardoor de tank leegstroomt. Meteen daarop ontstaat er een brand die enkele simulanten treft. Zij lopen daardoor brandwonden op. De medewerkers van het bedrijf moeten samen met aanwezige bezoekers van Port of Antwerp-Bruges zo snel en veilig als mogelijk geëvacueerd worden.

Multidisciplinaire operationele coördinatie is daarbij essentieel, om zo de evacuatie en de samenwerking tussen verschillende hulpdiensten in goede banen te leiden en efficiënt te laten verlopen. Ook de medewerkers van het psychosociale hulpverleningsteam van de gemeente Zwijndrecht komen in actie om de geëvacueerden op te vangen en bij te staan.

Leerrijke oefening

De oefening verliep vlot en toonde aan dat de vooropgestelde procedures ook in de praktijk werken. Voor deze oefening kwamen brandweer, politie, medische diensten, communicatieverantwoordelijken, gemeente Zwijndrecht, de dienst noodplanning van de stad Antwerpen, Port of Antwerp-Bruges en het betrokken bedrijf in actie.

Organisatie

De medewerkers van de Dienst Noodplanning van de gouverneur van Antwerpen organiseerden deze oefening samen met de medewerkers van stad Antwerpen, de gemeente Zwijndrecht, de brandweer- en politiediensten, de medische diensten, Port of Antwerp-Bruges en Katoen Natie Liquid Services.

Gouverneur Cathy Berx: “De medewerkers van de federale Dienst Noodplanning organiseren geregeld rampoefeningen waaraan de verschillende disciplines deelnemen. Zulke oefeningen dragen er in zeer belangrijke mate toe bij dat de hulpverlening vlot verloopt bij een reëel incident. Dankzij oefeningen leren de betrokken hulpdiensten en mensen elkaar en elkaars procedures beter kennen en zijn ze beter ingespeeld op elkaar. Dit leidt tot efficiënte informatie-uitwisseling, een vlotte samenwerking dankzij goede coördinatie. Ik dank alle deelnemers meest hartelijk. Heel in het bijzonder dank ik Katoen Natie Liquid Services voor de uitstekende samenwerking en voorbereiding.”

Evaluatie

Oefening baart kunst. En dus zullen er ook uit deze oefening ongetwijfeld leerpunten volgen. Om die leerpunten te kennen en te delen, komen alle betrokken actoren binnenkort samen voor een grondige evaluatie van de noodplanoefening, zodat nadien bijgestuurd kan worden waar nodig. Want dat is net de essentie van deze oefeningen: lessen trekken, bijleren, elkaars kennis en inzichten delen. Zo kan men in geval van een echte crisissituatie sneller en efficiënter schakelen.

Katoen Natie will invest approximately 455 million USD in the expansion of the container terminal (TCP) in Montevideo.

INVESTMENT PROJECT

Last week, Katoen Natie and the Uruguayan Government reached an agreement for a new additional investment in the Port of Montevideo. This investment project represents the maximum expansion of the concession area, including the construction of a second container yard of approximately 22 hectares in addition to the existing area, and a second quay wall of 700 mts long, dredged to fourteen meters in depth. At the two quay walls, together 1,300 meters, the company will be able to handle four container ships simultaneously, with in time 12 to 15 ultramodern ship-to-shore gantry cranes and 50 straddle carriers (and / or rubber tyred gantry cranes). The new container terminal will have the capacity to load and unload more than 2.5 million TEU per year.

The execution of the project will begin immediately and will create many direct and indirect employment opportunities.

After the project is completed, the Port of Montevideo will have a ”state-of-the-art” Specialized Container Terminal, which will more than double its annual capacity and will allow TCP to operate the last generation of container vessels (400m).

This capacity increase and the concentration of container operations shall improve operational efficiency and reduce container costs, which will place Montevideo in a privileged position on the trade lanes of transit and transshipment containerized cargo.

This new agreement allows Katoen Natie to make – for the second time – the biggest investment in the history of the Port of Montevideo, and will be the driving force for Uruguay to strengthen the strategic position of its main regional port terminal as a supplier of efficient port services, making it a reference for the port system of the Southern Cone of South America.

“Terminal Cuenca del Plata is already the most efficient container terminal in South America, but with this new investment we are now positioning the terminal as an indispensable link in the list of the most important hub ports in the continent, and, at the same time, making the terminal more attractive for Uruguayan exporters”, explains Vincent Vandecauter, CEO of TCP.

“This enormous commitment confirms our trust in Uruguay as an investment country and one-of–the-places-to-be, and in the Port of Montevideo as an excellent logistics hub”, says Karl Huts, director of Katoen Natie Group.

KATOEN NATIE AND ORIENTAL REPUBLIC OF URUGUAY

Katoen Natie and the Oriental Republic of Uruguay met for the first time in the year 1996, when Katoen Natie first invested in Uruguay, purchasing part of the shares of Zonamerica. Since the very beginning, Katoen Natie was most confident in the success of offering logistics services through the Free Trade Zone system, and soon after decided to also invest in Costa Oriental. The following years confirmed to Katoen Natie that its trust in the potential and stability of Uruguay was well founded, and this was the basis for strategic decisions and more ambitious projects, which prompted Katoen Natie to make a strong commitment towards the country and its future.

In 2001 Katoen Natie participated in the auction of the shares of Terminal Cuenca del Plata S.A, to manage and operate the Specialized Container Terminal in the Port of Montevideo, and, having made the highest offer, it became owner of 80% of the company’s shares. This was the beginning of a very important partnership with the Uruguayan Government to transform the Port of Montevideo in the most important regional container hub for the port ecosystem of the Southern Cone.

During the first 20 years of the concession term, over USD 250 million was invested to make TCP the most modern terminal in the region. During this period, the extension of the main quay wall, the expansion of the container yard, the acquisition of 7 gantry cranes, 48 straddle carriers, and a strong investment in next generation technology, resulted in the offering of high-quality services to our customers, and in the best productivity in the region.

From 2012 onward, Katoen Natie also developed the Polo Oeste logistics park in collaboration with local partner Frigorífico Modelo SA, where together they have developed 10 hectares as warehouse space and the most advanced logistics hub for the region.

Vacuum/silo container units

These container units can be linked to the vacuum units to allow quick evacuation of large quantities of powder or granulate. By connecting a new container as soon as the first one is full, the vacuum operation can continue non-stop and at the same time the transport of the first container can start. Our container tilting chassis allows immediate decanting on arrival at the new destination.

Katoen Natie close to start operating its first autonomous truck in Singapore

If the POC (Proof Of Concept) is successful, eleven more Katoen Natie trucks will be equipped with autonomous driving technology. Elsewhere in the world, including in Europe, experiments by several companies with autonomous trucks have been advanced to implementation stage. There are three phases in the Katoen Natie Singapore development project. At each stage, the environment and the required technology becomes more complex and challenging. Phase one of the projects is to operate twelve autonomous trucks in an enclosed area of a petrochemical plant. “In that phase, trucks are being guided based on transponders installed in the designated driveways” said Koen Cardon, who gave the opening lecture at the Mission of Belgian startup companies (Startups.be) in the Southeast Asia City state.

In the second phase, the transponder system will be replaced by a GPRS system to operate the autonomous trucks within the Jurong Island industrial site. The third and most challenging phase is the introduction of autonomous truck technology on the public road outside the industrial area. ”Truck drivers are hard to find in Singapore. Most of them are over fifty years old and young people have no desire to become a truck driver.” Katoen Natie is the pioneer of this Singapore Autonomous Truck project and entered into collaboration with the Singapore Management University for the market study of autonomous technology.

Katoen Natie did select the Dutch VDL group as the technology partner for this project. “They are establishing an innovation center in Singapore and are very ambitious here,” says the CEO of Katoen Natie Singapore. “Furthermore VDL has already successfully implemented similar projects in Europe.”
Another very important partner in this Autonomous truck Project is the Singaporean government. This project is strongly supported by the Singapore government as it is in line with the Singapore vision to be at the forefront of innovation and automation.

According to Koen Cardon, the government currently has four projects for autonomous vehicles in the pipeline: an autonomous car, a bus, the Katoen Natie project and, last but not least the new Tuas Port project where all transport and container handling will be autonomous. “We are very proud as Katoen Natie to be one of the Innovation Partners in Singapore” says Koen Cardon.
“Autonomous trucks can bring very substantial savings. To operate twelve trucks 24 hours a day and seven days a week, you need four teams of 12 drivers. These drivers will not all be made redundant, but can be assigned to other job functions in our company. With limited availability of trucks drivers in Singapore, moving to autonomous transport is the right path forward. We need a system where transport is more automated. ”

If the autonomous truck project is successful in Singapore, does Antwerp follow? Koen Cardon is careful: “First, let’s focus on making the project successful in Singapore. We must be very careful not to create too much complexity.” The CEO explains that it is not that straightforward to duplicate the project elsewhere. “In Antwerp, for example, the environment is different. You need to take into account the different weather conditions, snow for example. You also have a different framework of cooperation with the unions and government authorities in every region whereby it is important to reach consensus with all stakeholders. The conditions can be different by country but the key is the technology and Singapore is the right place to introduce innovative solutions. “

High pressure/Vacuum

We have several mobile units to deal with problems requiring vacuum operations by bulk truck and high-pressure vacuum/combination operations up to 1,000 bar. Our people are equipped and trained to recover granulates, powders and liquids after any kind of incident.

Our main focus after an emergency call is:
• Be on location in a minimum of time
• Operate according to the customers’ safety, environmental & quality procedures
• Think with the customer to reduce any possible cost
• Try to recover a maximum of non-contaminated products
• Offer or suggest alternative means for rehandling of the recovered product

Liquid combi unit

This liquid combi unit can be used for high pressure cleaning up to 1,000 bar, while at the same time evacuating all used cleaning water with the contaminant into the liquid vacuum tank with a capacity of 18 m³. The high pressure cleaning unit permits double use pistol cleaning and can be equipped with other additional tools. The unit can also handle emergency evacuation of any type of dangerous liquids that can be stored in a stainless steel tank. For evacuation of dry powders the unit can be used as a dust/water filter in combination with one of our bulk vacuum trucks.
